Regulatory activity in the sector is cumulative rather than dramatic. Individual instruments are narrow, but taken together they steadily redefine what an operator must record, report and demonstrate.
Supervisors have also become more explicit about evidence. Policies alone are rarely sufficient; regulators ask for the operational data that shows a control worked on the floor.
